Federal, State and County Funding Rates in Ohio, October 1, 2020 - September 30, 2021

 

 NOTE: The federal share of Title IV-E Adoption Assistance payments listed below was  increased temporarily by 6.2% in response to the Covid pandemic from 63.63% to 69.83%. That means the county's share of monthly payments decreased from 36.37% to 30.17%

The Ohio Department of Job and Family Services (ODJFS) does not know how long these higher federal rates will remain in effect and return to the rates listed in the table below.  So, if you are involved in a negotiation for adoption assistance, you can contact Alicia Allen at ODJFS to see if the higher federal financial participation rates are still in effect. The Federal Financial Share of Monthly IV-E Adoption Assistance Payments

The federal portion of adoption assistance varies from year to year and from state to state.  In Ohio, Federal Financial Participation (FFP) rates for Federal Fiscal Year (FFY) 2020, extending from October 1, 2019 through September 30, 2020 is 63.63%.   The non-federal state and county financial participation rates is 36.37%.  FFP for Ohio consistently falls above 61% and below 64%.

 In accordance with Ohio law, the first portion of a Title IV-E Adoption Assistance payment of up to $250 per month is covered entirely by federal and matching state funds. If you wonder why county agencies are ready and willing to sign on to adoption assistance agreements of calling for payments of $250 per month, that is the reason.  The county is responsible for the non-federal portion of any adoption assistance payment over $250 up to the child’s foster care payment rate.

 NOTE: The Federal rate was increased due to the pandemic.  The additional funding is set to expire on June 30 and revert to the rates listed above. The following is a note from ODJFS.

Hi Tim,

 The FMAP rate has been increased by 6.2% during the pandemic period.  This will remain in effect until the last day of the quarter in which our federal partners determine the pandemic emergency to have ended.  The current FMAP rate for this FFY is:

 63.63% plus the 6.2% = 69.83%

Non-fed percentage is 30.17%
