Family, Children and Adult Services Procedure Letter (FCASPL) No. 272, issued by the Ohio Department of Job and Family Services ODJFS on September 15, 2014, announced a change in federal financial participation (FFP) payment rates for federal Title IV-E Adoption Assistance and Foster Care Maintenance Payment rates. The new FFP rates for Federal Fiscal Year 2015, extending from October 1, 2014 through September 30, 2015 will be 62.64%. This rate is slightly lower than the 63.02% rate for Federal Fiscal Year 2014. The non-federal state and county financial participation rates rose from 36.97% in 2014 to $37.36% for Federal Fiscal 2015
As readers will recall, the first portion of a federal
Title IV-E Adoption Assistance payment of up to $250 per month is covered
entirely by federal and state funds. The
county is responsible for the non-federal portion of any adoption assistance
payment over $250 up to the child’s foster care payment rate.

the distribution of funding regarding Title IV-E Adoption Assistance payments.
